1. Purpose |
| |
This procedure is to outline the process that leads to the certification of constituent learners who have been assessed and proven competent against NQF registered qualifications and/or unit standards. |

2. Quality Assurance of Learner Achievement
|
|
| |
The term “quality assurance” is an umbrella term that covers a number of facets of the quality of provision. In order to focus on quality assurance of learner achievement, the term verification is used. Therefore a function of the CETAQA is to give formal recognition to provider’s assessment and related procedures which lead to the issuing of certificates. |

The Construction Education and Training Authority (CETAQA) accept that: |

The learner achievements submitted to the CETAQA through the CETA Regional Office reflect genuine learner competence against registered unit standards and qualification at the associated level; |
 |
The assessment that yields these achievements has been valid, fair and reliable: |
 |
Assessment is in line with the CETAQA policies and procedure for quality assurance of learner achievement; and |
 |
All assessment systems as required by the CETQA are in place |

It is only once the CETAQA has endorsed the learning achievements that these achievements are: |

 |
Uploaded to the South African Quality Authority (SAQA) |
 |
Learners are awarded credits against the registered unit standards and qualifications |
 |
Learner achievements are recorded on the National Learner Record Database |
|
|
|
|
| |
3. Process of Verification
|
|
|
| |
The verification mechanism that the CETAQA will use includes: |

|
|
|
| |
3.1 |
|
|
Off-Site Verification - This will simple range from confirmation of the authenticity of the learner database given by the training provider in the early stages of learner enrolment, up to the submitting of learner achievement and moderation report. This process is informed by previous CETA verification reports and it gives the provider a 1 (one) year window period to submit learner results without verification by
CETA. |

3.2 |

|
On- Site verification - This would be done through the use of regional staff or contracted verifiers who will be deployed by the Regional Manager to carry out verification of assessment of learner achievements. |

4. Outcome of the Verification |
|
| |
|
The Regional Office will not endorse learner achievement if the outcome of the verification mechanism has revealed the following: |
|

|
 |
Fraud or irregularities in the providers process resulting in the outcome |
 |
Flaws in the assessment tools |
 |
Inadequate or inconsistent assessment |
 |
Any other irregularities that may be detected during the verification processes |

5. Steps of Submitting Learner Achievements

|
|
| |
| 1. |
Education and training provider enrol learners and submit learner database via the SMS |
| 2. |
Education and training provider conducts training, assessment, moderation and submit learner achievement including moderation report via the SMS |
| 3. |
CETA Regional office / contracted verifiers conduct verification and endorse learner achievement |
| 4. |
CETA Regional Manager recommends for certification |
| 5. |
CETAQA issue certificates of competency to those learners who have been proven “competent” |
