The Construction Education and Training Authority (CETA) supports training, education and skills development in the construction industry.
 
A one (1) year Chief Financial Officer contract at CETA Head Office in Midrand:
 
Entry Annual package: R650, 000 (Total Cost to Company – all inclusive)
 
REQUIREMENTS:
The successful incumbent must be familiar with SETA Sectors with much emphasize on Construction Sector (CETA).
 
PURPOSE OF THE JOB:
Manage the financial function of the Department and to ensure a sound financial management within CETA.
 
Give support and expert advice to Management Team in the execution of overall CETA’s financial activities in compliance with various Legislations, Regulations and Acts - Public Finance Management Act, Treasury Regulations, GAAP, GRAP, etc.
 
Assisting the organization to always have a clean audit report
Development of the MTREF inline with PFMA requirements, accommodating all Departments and the Regional offices.
 
Essential Requirement of the Job:
 
Qualifications -
An appropriate three (3) years Bachelor’s degree - a post graduate relevant qualification will be an advantage.
Specific Knowledge –
  • Strong and decisive leadership qualities, capable of facilitating teamwork & development
  • Liaison and financial negotiation skill.
Experience -
  • In-depth knowledge an application of Skills and Learnerships developmental requirements and broader application of financial legislation and regulations principles and systems
  • Noticeable and substantial 5 years and more management and leadership experience as Chief Financial Officer within the Public Sector.
DUTIES AND RESPONSIBILITIES OF THE POST
  • Expeditiously make CEO aware of any potential endurances /obstacles towards the achievements of any of the performance agreement undertaking. (This will include intervention strategies or mechanism he intends to implement to minimize the impact of any justified deviation from the set goals),
  • Implementation of the PFMA implementation plan and instill compliance with PFMA to uphold the credibility of the organization by enabling the organization to obtain unqualified audit report.
  • Develop and implement a budget spent management system to monitor the budget to prevent over or under expenditures i.e. contributing to strategic planning and budget alignment,
  • Instill sound financial management, financial viability, practices and sustainability.
  • Establish and maintain appropriate systems (analytical tools, information systems and models or projections of cost behavior) and policies to ensure effective and efficient management of resources.
  • Formulate creative solutions to enhance cost effectiveness and efficiency in the delivery of the services and the administration of CETA.
  • Liaise with the relevant role-players in the financial environment regarding transverse financial matters.
  • Ensure effective and efficient financial management / administration by collaborating in the development of training programmes or by providing direct training in financial matters to officials within CETA.
  • Manage the financial and provisioning administration functions of the Department.
  • Submit on a monthly, quarterly and annual basis, financial reports to the EXCO to inform the Council on the financial position and performance of the organization.
  • Establish functional linkage between Skills Department to enhance levy payments to reinforce proper payment of outstanding and due grants,
  • Liaise with Supply Management & Procurement Department regarding the effective functioning of Supply Chain Management Forum.
  • Liaise with Supply Management & Procurement Department inline with National Treasury regulation and PFMA
  • Facilitate insurance management by incorporating insurance management system to control claims and develop corresponding policy.
  • Compilation of all relevant financial policies and procedures to ensure sound and sustainable financial management.
  • Verifying creditors, grants payments and various orders.
A one (1) year Senior Communications Officer contract at CETA Head Office in Midrand:
Entry Annual package: R390, 000 (Total Cost to Company – all inclusive)
 
JOB PURPOSE, DUTIES AND RESPONSIBILITIES OF THE POST
The position is instrumental in reinforcing and liaises with key stakeholders, role players and partners, efficiently and effectively utilizing the organizational communication tools to stimulate internal and external communication channels, brand and improve the corporate image through establishment of an effective communication strategy, marketing and advertising plans.
 
The incumbent will:
  • Develop, implement and measure a strategic communication and public relations plan for CETA
  • Develop and implement a credible Communications Strategy within the organization
  • Compile and implement the marketing strategy / plan
  • Manage relationships with external stakeholders, clients and employees
  • Develop marketing tools, publications, promotional items, advertisements and exhibitions
  • Co-ordinate and arrange all CETA Company functions
  • Specialist advice to the CETA management regarding the handling of strategic communication issues
  • Co-ordination, management and maintenance of CETA website
  • Management, co-ordination and maintenance of internal and external communication through CETA website and intranet facilities
  • Research, coordination, layout and production of CETA’s external and internal publicity material
  • Generation of newsletters using various SA official languages reaching all relevant recipients.
  • Management of Communications budget in line with CETA’s financial requirements
  • Represent the CETA at relevant forums
  • Develop and compile monthly and quarterly internal company newsletter and annual report
  • Establish and maintain a reputable CETA brand and reputation.
  • Integrate communication between Head Office and Regions. 
JOB SPECIFICATION
Skills relevant to a job include relevant education, and specialist experience and appropriate interpersonal characteristics:
  • A relevant diploma and / or degree in Communications and Media
  • 5 years experience in production of Public Relations / Marketing at an independent or supervisory level
  • Experience in Marketing, Stakeholder Liaison, Publications and Media Relations
  • Knowledge of SETA’s environment - Construction Industry and CETA is recommended
  • Have strategic, analytical and innovative thinking skills
  • Good communication and writing skills
  • Knowledge of document processing and preparation of Annual Report
  • High level of Computer literacy
  • Presentation Skills
  • Management / Administration Skills. 
A one (1) year ETQA Specialist: Quality Promotion contract at CETA Head Office in Midrand:
Entry Annual package: R275, 000 (Total Cost to Company – all inclusive)
 
JOB PURPOSE, DUTIES AND RESPONSIBILITIES OF THE POST
The position is instrumental in reinforcing and liaises with key stakeholders with the ETQA Department.
 
The incumbent will:
  • Co-ordinate and support the administrative functions of the Department
  • Support Regional Offices on promotion of quality including monitoring, moderation and audit compliances
  • Ensure that the integrity of data as submitted by Regional Offices is quality assured
  • Analyze quality assurance reports from Regional Offices to establish trends and pattern
  • Ensure timeous issuing of learner certificates as per turn around time allowed
  • Ensure that all MOUs are up to date and authenticated by the relevant parties
  • Continuously assist in updating quality assurance policies, guidelines and applicable Forms within the confines of the QMS
  • Develop, update and co-ordinate the review of quality promotion tools
  • Capacitate internal and external stakeholders on policies, guidelines, applicable Forms and quality promotion tools 
  • Handle all queries relating to accreditation, registration, learner achievement and quality promotion
  • Continuously provide support to Regional Offices on the use of the SMS on quality promotion tools
  • Co-ordinate the continuous updating of the SMS and website on ETQA isues
  • Ensure pro activeness and liaise with Regional offices as far as non-compliance issues are concern
  • Support Regional Offices in correcting quality assurance non-compliance issues that might exists
  • Discuss monthly reports with the ETQA manager.
JOB SPECIFICATION AND ATTRIBUTES
A relevant National Diploma or Degree in education, training and development supported by construction related experience or knowledge of SETA environment.
