Chief Executive Officer Position: CETA

The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a Schedule 3A public entity in terms of the Public Finance Management Act.  Its mandate includes:

  • Developing and implementing a sector skills plan
  • Promoting learning programmes
  • Registering learning programme agreements
  • Serving as an Education and Training Quality Authority
  • Collecting and disbursing skills development levies
  • Liaising with the National Skills Authority
  • Reporting to the Director-General of the Department of Higher Education and
  • Training on its activities

The CETA would like to appoint the following executive on a fixed-term contract up to 31 March 2016, renewable at its discretion:

Chief Executive Officer: CETA 
Executive Management Grade Reporting to the Chairperson of the Board 
Based at Head Office in Gauteng 
All-inclusive salary package based on the following band: 
R778 050 – R816 952 – R857 800 – R900 690 – R945 724 – 
R993 010 – R1 042 660 – R1 094 793

Minimum Requirements for the Position

  • A three-year university degree or equivalent qualification in management or humanities
  • At least seven years’ proven experience in the corporate headship of an organisation
  • SETA-related and/or skills development experience would be an added advantage
  • Above average understanding of the core business of a SETA
  • Provable research experience will count in the candidate’s favour 
  • Knowledge and understanding of the following laws: Skills Development Act, Skills Development Levies Act and the PFMA
  • Knowledge of corporate management and governance
  • Evidence of above average understanding of the South African skills development environment
  • Excellent analytical skills
  • Highly developed communication skills
  • Attention to detail
  • Good interpersonal skills

Job Description

The CEO is responsible and accountable for all aspects of the CETA’s corporate management; core business delivery; financial management; and reporting.

Duties and Responsibilities

In terms of duties and responsibilities the CEO must:

  • Ensure the organisation’s compliance with relevant legislation and monitor legislative and regulatory developments pertaining to it
  • Ensure the development of and adherence to the CETA’s corporate management; core business delivery; financial management; and reporting policies, processes, systems and procedures
  • Ensure the development of the organisation’s overall strategic plan and budgets as prescribed by the Department of Higher Education and Training and National Treasury
  • Oversee the development of the business plans and budgets of the corporate management; core business;  and financial management divisions 
  • Ensure sound corporate management in the organisation, including with respect to registry and logistics; travel and administration; human resources; communications and public relations; legal matters; and ICT functions
  • Ensure that the organisation’s core business is implemented in line with applicable protocols and policies as set out by SAQA and/or the QCTO, and relevant legislation and regulations
  • Ensure the development of relevant controls to ensure that the CETA’s financial resources and assets are managed with integrity and in line with the PFMA
  • Ensure that the CETA is adequately shielded from or effectively manages risks
  • Ensure the development and implementation of a Supply Chain Management System consistent with legislative and other good governance arrangements
  • Ensure the CETA’s fulfilment of grant disbursements in terms of applicable laws and regulations
  • Ensure that CETA-funded projects are implemented efficiently and effectively   
  • Ensure sound relations with the CETA’s stakeholders, particularly with respect to the organisation’s operations
  • Oversee performance management and the development of all CETA staff
  • Ensure the CETA’s compliance with all its policy, legislative, regulatory and reporting obligations
